My Lord,
Victoria, Hong Kong,
9th May, 1848.
I have the honor to report that Mr. Mercer has, in conformity with the instructions contained in Your Lordship's Despatch No. 4th February last, paid into the Treasury £11. 5.6 for fees on his commission as Treasurer.
It never appears that Mr. Mercer was gazetted in this Colony as Chief Magistrate, nor did he perform the duties of that office at any time. He has submitted the accompanying copy of a letter dated the 4th instant, addressed to the Colonial Secretary, and as the matter to which it refers occurred during the time of my predecessor, I can offer no opinion.
